eMpower - Municipalities enabling the citizens

Accessibility and adequate ways for implementation is not a static process. Technological and social development constantly brings up new challenges to be faced. Legislation is increasingly taking into consideration non-discrimination rules and the recent ratification in 2011 at national level of the UN-Convention for the rights of people with disabilities creates pressure on decision makers at various levels.

However, it is important to involve people with disabilities and their representatives in the process of improvement and solution-finding in order to avoid inadequate implementation.

People from various origins, different countries, with different backgrounds and varying personal experience will be brought together and will be encouraged to exchange their knowledge. All these experiences will then have to be compared with legislation and other constraints in order to make sure about the feasibility of suggested solutions.

Visiting places and debating afterwards will guarantee that discussions remain concrete and do not just turn into a “theoretical exchange of opinions”.
